Nigeria's stunning new Art Museum of West Africa (Mowaa) has found itself in the center of regional political struggles during the week it was supposed to – but failed – to open its doors to the public for the very first time.

The Grand Vision

The 15-acre complex is located in the core of Benin's urban center, administrative center of the southern state of Edo – and contains an archaeological dig and buildings planned by renowned dual heritage architect Sir David Adjaye, particularly noted for the National Museum of African American History and Culture that began operations in Washington DC in 2016.

It has been half a decade in the development – and is planned to showcase both the past and the modern times of cultural innovation in the area famous for the cultural artifacts, historical pieces taken from the royal palace by British troops in the 19th Century.

Setup and Prospects

It is notable – and before the scheduled opening, Mowaa was active with workers committed to demonstrate it is a place that can match established museums and galleries in the West.

Inside preservation experts meticulously revealed art pieces from protective packaging, inspecting each artifact and taking detailed documentation before arranging them on walls and plinths.

Specialists calibrated climate control systems. In the materials science laboratory, officers adjusted equipment meant to maintain centuries-old items.

Funding and Economic Goals

The venture has been the brainchild of businessman Phillip Ihenacho – currently Mowaa's executive director.

"I hope us to have a substantial economic benefit on area populations in this region," he explained to journalists, adding that he aspired to make the city "a tourism center."

Mowaa, a non-profit national foundation, envisions itself generating in excess of 30,000 direct and indirect jobs and adding over $80m per year to the local cultural industry through alliances and programming.

Financial Support and Government Issues

It has needed $25m to reach this point – money collected from different supporters, including the French and German governments, the London institution and the local administration.

But now the state authorities has pulled the rug from beneath it – revoking the utilization of the land on which the museum was built.

An Edo state spokesperson explained this was because in the initial documents it had called itself Edo Museum of West African Art – and it had subsequently removed "Edo" from its title.

Unrest and Official Response

This announcement followed protests on Sunday, when protesters entered the facility calling for it be called the Royal Benin Museum.

A boisterous group harassed foreign guests at the venue ahead of the inauguration – forcing them to be hurried away under security protection.

Head of state Bola Tinubu has even stepped in to try and resolve the conflict, setting up a presidential committee to manage the situation.

Governance Issues

But how has this evolved into so divisive – and such a PR disaster?

The majority of it comes down to local power struggles at a area administrative level, as it was the ex-administrator Godwin Obaseki – whose administration ended recently – who was a major backer of the project.

And it appears the administration of the new governor, a strong supporter of the area king, called the Oba, may desire greater involvement in the project. The demonstrators on Sunday, for instance, were demanding that the facility be positioned under the authority of Oba Ewuare II.

The Historical Objects Discussion
